  • 1 or 2 Fresno Chilis (can also use jalapeños or other peppers)
  • 6 tablespoons unsalted butter, plus more for baking dish
  • ¼ cup + 2 tablespoons all-purpose flour
  • 1½ teaspoons dry mustard powder
  • ¼ teaspoon nutmeg
  • ¼ teaspoon cayenne pepper
  • 4½ cups whole milk
